The purpose of risk assessment is to avoid or mitigate risks. When a risk assessment document includes risks to the environment, the overall project impact on the environment can be reduced. When these risks are not considered at all, the impact remains unchecked and unmitigated.

Explanation

Risk assessment is part of the initial project design, as well as an ongoing feature when of quality assurance. Risk assessment attempts to cover as many risks as possible and defines prevention and risk mitigation strategies. Unless a project specifically focuses on an environmental issue, risk assessments do not consider environmental risks stemming from project implementation itself. It is important to consider risks to the environment arising from project management and implementation activities.
